Tax amnesty. In summer 2003, the red-green government under Chancellor Gerhard Schröder (SPD), tried to increase tax revenues by temporarily offering impunity to tax evaders, provided that they voluntarily disclose their volume of tax evasion to authorities. In that case only the evaded taxes abroad had to be paid. In the image Finance Minister Hans Eichel (SPD), who begs from the depths of the budget gap for amnesty enabled payments, his boots in the face of fair taxation. Every honest taxpayer had to feel being taken for a ride given the retroactive benefits that were offered to the dishonest by that amnesty. But Eichel, Schröder and comrades were government and they needed the money. (Caricature as from 2003).
